        答：建立自贸试验区是新形势下全面深化改革和扩大开放、促进两岸对接融合发展的重大举措。从世界各地自由港、自贸区实践来看，自贸试验区建设需求的人才，国际化、复合型是最重要的特质。预计随着自贸试验区建设的逐步深入，既懂经济又懂管理，既懂技术又懂国际规则的复合型人才，将成为各园区人才需求的必然趋势。从我省现有人才情况来看，高层次人才总量不足、国际化不高的特点很明显，无法满足自贸试验区建设需要。

        跳出自贸区来看，相关数据显示，2015年中国企业海外投资额将首次超过外商对华投资额，中国的国际地位和经济角色正在发生质的改变。海尔、联想、华为、BAT等越来越多的中企涉足海外直接投资、跨国并购，在其全球化运营的进程中，风险和挑战日益凸显，急需大批具有国际视野、通晓国际规则、能够参与国际事务和国际竞争的国际化人才。


        不难发现，具有国际视野、通晓国际规则的国际化人才是“一带一路”政策下国家与企业亟需的人才。何谓“国际化人才”？良好的英语水平是衡量人才国际化的一大标准，但已经远远不是核心标准。真正的国际化人才，应该具有全球视野、创新能力、复合型知识结构、较高的信息敏感度、良好的人际关系协调能力、较强的组织能力与学习能力、良好的跨文化沟通能力以及国际化的运作水平，而后两者无疑已成为考量国际化人才最重要的标准。
